The study of traffic and environmental noise control and improvable measures

This study collected the domestic traffic noise complaints and foreign traffic noise and environmental noise standards and control or improvable measures. The measurement results of traffic and environmental noise from environmental departments were followed each quarter. The percentage of qualifying hour intervals of environmental noise level was above 90% in first three quarters of 2010, so it would achieve the yearly target. For realizing the cause of the disqualifying station, there were ten stations measurements in situ and then several improvable ways were proposed to help the future monitoring. Two meetings were hold to explain the noise measurement and disqualifying situation. Two traffic noise measurement for ordinary city roads and two traffic noise measurement for provincial roads were undertaken to understand the noise propagation. The noise measurement sites were 1 meter and 15 meters from road side. Traffic flows were also recorded. The results of measurement met the traffic noise standards of noise category-3 and category-4 zone. The noise propagation also checked by using noise prediction software. Two buildings near each traffic noise site were chosen to measure the noise inside and outside each building, the noise insulation and spectrum was analyzed and compared with the traffic noise standards. The noise control standards announced by various county/city governments pursuant to Article 8 and 9 of the Noise Control Act vary significantly largely due to their different city types and public lifestyles. This study collected the announcements of all counties and cities, integrated the content and proposed demonstration announcements. In addition, this project had assisted in the control operations of noise-related science group projects to make their benefits meet the operation and performance requirements of the National Science Council.
